Retirement; state employees; retirement benefits; provide permanent 80 combined age and service retirement, increase minimum COLA payment, add option C for 75% continuation, provide automatic survivor and health benefits to certain children of deceased retirants, revise amount of excluded compensation in calculation of retirement allowance, provide 5year generic buyin, and provide other general amendments. Amends secs. 1a, 1b, 1e, 17j, 19, 20d, 20g & 31 of 1943 PA 240 (MCL 38.1a et seq.) & adds secs. 17m & 31a.
