| a. Prohibits the purchase of foreign goods or services when competitively priced American goods or services are available. (Sec. 208) |

The Senate added language requiring the training curriculum of Michigan State Troopers, police officers in the State, and in-service training of law enforcement personnel to include training on Federal firearms laws and how to turn violators over to the Federal Bureau of Alcohol, Tobacco, and Firearms. | 5. Hand Gun Permit Study. The Senate added language requiring a statistical study of the frequency and reasons why hand gun permit applications are rejected in the State. (Sec. 1301) |
| 6. Computer Crime Grants. The Senate added language that authorizes $300,000 to be used for computer crime fighting grants to local law enforcement agencies. (Sec. 1103) |
| 7. School Bus Inspections. The Senate added language requiring the School Bus Inspection Program to award certificates to school systems whose school buses all received a 100% successful safety inspection on the first try. (Sec. 1201) |
