“Thank you Mr. Speaker

What an incredible and rare privilege it is to serve one’s friends and neighbors in such a strange and wonderful place, and process

We learn about democracy in school, some of us studied political science in college – but to participate in the process as an elected representative is truly special

I will always remember my time in this chamber warmly, and I will long reflect on lessons learned — especially lessons learned the hard way

To quote the great philosopher Mick Jagger: ‘you don’t always get what you want, but you get what you need’

This place is full of lessons – good and bad

The quiet dignity and courage of our sergeants offers a lesson, as does the courteous and professional manner of the people who make this place go – before, during and after we elected are put out to pasture

Lessons in the great triumph of the human spirit are plentiful

I believe that god puts us on earth for a purpose

I have long viewed my purpose to be an aggressive and passionate advocate for people in need

People in need of food and basic necessities

As a child, my father was struck by mental illness, derailing a successful legal career and his ability to provide for his family

We relied on the kindness and generosity of others for many of our needs

I remember what that feels like as I see my constituents going through similar challenges

It feeds my passion for fighting for them with the same tenacity, sophistication and resources as the lobbyists these good people can not afford

Overcoming such adversity through perseverance, incredibly hard work and divine intervention have helped make me who I am

I also believe in advocating for people in need of excellent, innovative, game-changing public policy

Government can’t – and shouldn’t – do it all, but I firmly believe that public policy makes a big difference

I hope that the policies I offered have helped Michigan to update our public policy climate, as well as meet the incredibly urgent need for job creation and economic diversification

I referenced my desire to be a passionate advocate

I’d like to distinguish passion from emotion, since I’ve been accused of being both from time to time

To me, emotion is the enemy of sound public policy

Emotion clouds our thinking and obscures issues

Emotion takes us off the path of thoughtful, methodical, empirical and research based public policy

It yields poor public policy that holds our state back and makes us look out of touch

However, once one has done their research, identified best practices from around the state, country and world, worked with stakeholders to understand how the proposed policy will translate in the real world…

That is the time when a proper course can be set, and when passionate advocacy is not only appropriate, but many times necessary

I have many thank ‘you’s’ to make

I’d like to start with thanking god for what, at 35, has already been an invigorating and fulfilling life

My family for their love and support, including my mom, Marian McClellan, step-dad, Keith McClellan and sister, Michelle McIver who is watching with little Jessie in bend, Oregon.

My colleagues on the republican side of the aisle for their friendship and for sharing their valuable and diverse perspectives, including bill Huizenga, mike Nofs, Dave Palsrok, and speaker DeRoche.

On our side of the aisle, Fred Miller for teaching me the meaning of friendship and leadership

Speaker Dillon for taking the lead of Abraham Lincoln – before president-elect Obama appointed Senator Clinton in making me commerce chair and empowering me to be involved in so many important issues

Doug Bennett for saying it like it is, Steve Tobocman for pushing me to be better, Marie Donigan for her partnership, and Hoon-Yung Hopgood for his thoughtful nature

I’d like to thank my staff over the years, including Bob Burns, Brian Mingus, Ellen Rodman, Samantha Talbot, Lauren Borson and Angela Powell, as well as all of the interns who helped make our office run

And lastly, I would like to thank the people of Berkley, Ferndale, Hazel Park, Huntington Woods, Oak Park and Pleasant Ridge who entrusted me with a sacred, constitutional responsibility that I have tried to discharge with every ounce of my being

Thank you, Mr. Speaker.”

“Thank you Mr. Speaker. It has been a privilege to serve as a legislator. I want to thank my family for their steadfast support. And thank you to my long suffering staff: Robin Naeyaert, Jessica AcMoody, Blake Johnson, Matt Blinkilde, Tara Wiedrick, Katelyn Wilcox. Their support has been more than I could have asked.

But my greatest gratitude is reserved for my constituents. They entrusted me to represent their perspective. They entrusted me to represent their values. They entrusted me to be their voice. And most of all, they entrusted me to take their hard earned tax dollars and spend them as wisely and prudently as I would if it were my own money.

A few weeks ago a columnist in my local paper wrote about the perspective of children. She wrote how one young man had heard Rep. Judy Emmons tell about her job. ‘She works hard in Lansing. She is a public serpent.’ Unfortunately many people see us as public serpents because we fail to put the needs of our citizens first. We forget who sent us here and why. For those returning members and those who are newly elected, please never forget that you are here to serve the public first, foremost and always. There is no higher calling than to be a public servant. Thank you.”

While making it easier for people to vote and participate in our elections is undoubtedly a good thing, allowing early voting will make holding elections more expensive, a cost many local governments cannot afford. Most rural townships do not have full time clerks, making it impossible to implement early voting.

This bill fails to include funding from the state, shifting the burden onto local governments who are already stretched thin.

Furthermore, absentee ballots are already available for seniors, people who are ill or incapacitated, military members on active duty and people who will not be in town on Election Day. “

“Mr. Speaker and members of the House:

I support the concept of HB 6305, however, I cannot support the bill in its current form for several reasons. This legislation has not been vetted through the proper channels and instead of having support from the mental health community, it has been rejected by the MI Association of Community Mental Health Boards, the MI Psychological Association, the Prosecutors, the Sheriffs Association, the MI Association of Counties and the Mental Health Association. The Chair appointed a Mental Health Subcommittee with the sponsor of this bill as the chair. The subcommittee never met. There was a brief work group with limited participation that ignored the suggestions for changes. We have not vetted this substitute and are seeing it for the very first time minutes before being asked to vote on it. The opportunity for input by the affected individuals and organizations was lost. The process was flawed.”

Rep. Robertson, having reserved the right to explain his protest against the passage of the bill, made the following statement:

“Mr. Speaker and members of the House:

I join Rep. Schuitmaker in her opposition to this bill’s passage. I am deeply concerned about mentally ill jail inmates; however this bill is poorly written and does not address the issue effectively.”

“Mr. Speaker and members of the House:

The chairman appointed a subcommittee with the sponsor of this bill the chair to examine this serious issue. However since this subcommittee never met, I believe legislation lacks scrutiny. The very stakeholders who will be implementing the process are not in favor of this bill as written. Since this version of the bill was available only minutes prior to voting I must vote no.”

Whereas, For 6 years, Representative Bill Huizenga has represented the people of his Ninetieth District in Ottawa County. First elected in 2002, Representative Huizenga won reelection in 2004 and 2006, focusing his legislative efforts on vital economic and business issues. His background as a director of public policy in a United States House of Representatives office, co-owner of a Michigan business, and work in real estate gave him great insights into the private sector and legislative perspectives of our economy; and

Whereas, During his legislative tenure, Representative Huizenga has served both the legislature and his party in leadership positions, with appointments as chair of the House Commerce Committee, assistant majority floor leader, co-chair of the Joint Select Committee on Oversight of the 21st Century Jobs Fund, and minority vice chair of the New Economy and Quality of Life Committee, as well as other assignments; and

Whereas, Representative Huizenga’s commitment to contributing to business, financial, and tax legislation has upheld the highest standards of the House of Representatives. We join together in thanking him as we prepare to complete this session of the Ninety-fourth Legislature, and wish him well in his future endeavors; now, therefore, be it

Whereas, The members of this legislative body join with the people of the Forty-seventh District in congratulating Representative Joe Hune as he completes 6 years of service. He brought knowledge of agricultural and housing issues to Lansing, which served the legislature well as it has grappled with these issues, and others, of vital importance to the people of Michigan; and

Whereas, At a young age, Joe Hune gained experience in the legislative process when he served as a page in the House of Representatives and as a journal clerk, acquiring the arcane knowledge of legislative rules and procedures. With this background, it should be no surprise that Joe Hune won election to the House of Representatives in 2002. His constituents returned him to Lansing 2 more times, where Representative Hune exercised his judgment in the Committee on Insurance, including his tenure as the chair during the Ninety-third Legislature, and the committees on government operations and health policy; and

Whereas, Joe Hune has compiled an admirable record of public service in the Michigan State Legislature and in civic and professional groups in his community. Philip LaJoy has served his constituents in the Twenty-first District and the people in the entire state with dedication and an utmost respect for the principles that underlie the democratic process. He is to be commended; and

Whereas, Indeed, Philip LaJoy’s entire career has embodied public service. He served in the United States Marine Corps, worked in a host of community and youth volunteer organizations, and was a Canton Township trustee before being elected to the first of his 3 terms in the House in 2002. He has also had an extensive career in the business world and as an entrepreneur. These many and varied activities have provided Philip LaJoy with valuable insights that have furthered his career in the House of Representatives; and

Whereas, Representative LaJoy served as the chair of the House Committee on Transportation in the Ninety-third Legislature, and was the sponsor of a number of transportation-related public acts. He has also served with distinction on the House Committees on Labor; Energy and Technology; and Natural Resources, Great Lakes, Land Use, and Environment. In each of these responsibilities, Philip LaJoy work has made an outstanding contribution to public policy in Michigan. We wish him the best as he brings to a close his career as a lawmaker in the Michigan House of Representatives; now, therefore, be it

Whereas, Kathleen Law entered the Michigan House of Representatives with a wealth of experience in local government and in a variety of local organizations protecting our scarce natural resources and recreational opportunities. These experiences and insights paid great dividends in her work as a lawmaker in the House. Kathleen Law was the vice chair of the Governmental Operations Committee and served on the Committees on Agriculture; Great Lakes and Environment; and Tourism, Outdoor Recreation, and Natural Resources; and

Whereas, Representative Law was a highly respected lawmaker who played a key role in helping to develop long-term water policy in our state. She also dedicated herself to efforts to enhance economic development and other policies designed to promote the future of our state. Our state and the Michigan House of Representatives have clearly benefited from the hard work and dedication of Representative David Law; and

Whereas, David Law has distinguished himself as a highly effective lawmaker. He has served on a number of committees, including the House Committee on Government Operations, the House Commerce Committee, and the House Committee on Insurance. He has perhaps been most effective in the House Committee on Judiciary, where his strong criminal justice background has lent insight and experience on legislation addressing a host of highly complex and critical public safety issues. He has also been instrumental in adopting public acts in the important areas of economic development and the oversight and management of financial institutions; and

Whereas, Service, it is said, is the rent we pay for our space on earth. David Law has clearly demonstrated that he has paid his earthly dues. He has been an assistant prosecutor, and he has been active in many local endeavors involving public safety and justice, such as teen court and Mothers Against Drunk Driving, as well as being a respected policymaker in the Michigan House of Representatives. We appreciate all of his hard work and commitment to the people of the Great Lakes State; now, therefore, be it

Whereas, Andy Meisner came to this legislative body with a strong background in government and a wealth of experience in the world of business and community affairs. He served in a number of advisory roles at the congressional level, worked in the real estate industry, and served in a host of state and local organizations, including the Michigan Mental Health Commission. His breadth of experience served him and this body well as it deliberated some of the most complex and challenging public policy issues in recent memory; and

Whereas, Indeed, as the chair of the House Commerce Committee and as a member of the House Committees on Education, Tax Policy, New Economy and Quality of Life, and Judiciary, Andy Meisner was at the center of the efforts to establish and promote Michigan’s new economy and other key policy initiatives. Whereas, Neal Nitz, a graduate of Lakeshore Public Schools and Southwestern Michigan College, has been involved with agriculture his entire life. Following in the footsteps of his father and grandfather, he has been a farmer and a steward of the land. His dedication to agricultural issues is exemplified by his service to the Berrien County Board of Commissioners, the Southwestern Michigan Tourist Council, the Berrien County 4-H Foundation, and the Berrien County Farm Bureau; and

Whereas, Beginning with his first day of service to the Michigan House of Representatives in 2003, Representative Nitz has served his constituents with a level of commitment and dedication that is held in great esteem by his colleagues. He served on the Agriculture Committee in each of his 3 terms in office, and chaired the committee during the Ninety-third Legislature. He worked to stimulate rural economic development, authoring legislation to facilitate the development of a vibrant ethanol industry within the state. A resolution of tribute for the Honorable Mike Nofs.

Whereas, It is with great admiration and respect for his service on behalf of the Sixty-second District and the entire state that we offer this token of recognition and thanks to Representative Mike Nofs as he completes his tenure of service as a member of the Michigan Legislature. His expertise in criminal justice and his ability to bring clarity to complex issues were of immeasurable service to the state and this legislative body over the past 6 years;

Whereas, Mike Nofs’ professional history is filled with public service. After attending Kellogg Community College and Spring Arbor College, he became a police officer providing dedicated service to the communities of Battle Creek, Marshall, and Calhoun County. Later, he joined the ranks of the Michigan State Police and served with integrity and excellence for 25 years before retiring as commander of the Battle Creek State Police Post. Mike Nofs has been a dedicated member and volunteer for several organizations, including the Fraternal Order of Police, the March of Dimes, and Mothers Against Drunk Driving; and

Whereas, Since 2003, Representative Nofs has served the Michigan Legislature, his district, and the entire state with the same dedication, hard work, and integrity that he showed with the Michigan State Police. He served as the chair of the Veterans Affairs and Homeland Security Committee during his freshman term. He demonstrated his excellence as a leader by serving as the chair of the Energy & Technology Committee in the Ninety-third Legislature and the vice chair in the Ninety-fourth Legislature. Based on his knowledge and deep understanding of complex energy issues, he became one of the most respected members of the committee, and many of his colleagues sought his opinions. In 2008, Representative Nofs was a key figure in the passage of historic energy legislation affecting the scope and function of the state’s electric utilities; now, therefore, be it

THE GROSS WEIGHT OF ANY TRACTOR-TRAILER COMBINATION SHALL BE DETERMINED BY THE METHOD DESCRIBED IN SUBSECTION (2).

(2) THE GROSS WEIGHT COMBINATION OF A TRUCK TRACTOR WITH MULTIPLE TRAILERS SHALL BE DETERMINED WITHOUT UNCOUPLING AND BY USING A METHOD OF SPLIT WEIGHING AND COMBINING THE MEASUREMENTS, IF NECESSARY, UNDER THE FOLLOWING CONDITIONS:”.
