“Almighty and Everliving God, Giver of all Freedoms and Author of All Laws, we remember Your promise that whenever two or more are gathered together in Your Name, You are there also. Help us to call upon Your presence today as we take up our responsibilities to the people of this great state. Let us not be overwhelmed by the challenges that confront us, but rather give thanks that You are with us in our deliberations. Open our hearts to Your Spirit, and grant us kindness in our attitudes, mercy in our judgments, wisdom in our decisions, and understanding in our thinking.

House Resolution No. 51.
A resolution to declare the week of April 11-15, 2011, as Graduate Education Week in the state of Michigan.
Whereas, A graduate education attracts students from across the nation and world to Michigan universities for advanced training; and
Whereas, In graduate certificate, masters, specialist and doctoral programs across the state, graduate educators are providing access to cutting edge knowledge and analytic skills essential to ensuring that Michigan workers are among the most productive, creative, and innovative in the world; and
Whereas, Graduate students make vital contributions to the teaching and research that underpins our new knowledge-based economy and supports community engagement while serving as teaching and research assistants; and
Whereas, Michigan graduate students continue to change the way we fuel Michigan’s economy by stimulating entrepreneurship, improving the quality of life, researching (to name a few) renewable energy sources, water quality, new technologies, agricultural productivity, transportation enhancements, sustainability, management of natural resources, disease prevention, medical innovations, healthcare delivery mechanisms, unique health care issues for children and the elderly; and
Whereas, Michigan teachers/faculty with advanced degrees are creating learning environments that assist Michigan’s children, young adults, and lifetime learners to become more productive and informed citizens who are able to meet Michigan’s workforce needs; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body proclaim the week of April 11-15, 2011, as Graduate Education Week in the state of Michigan.

Reps. Oakes, Brown, Dillon, LeBlanc, Liss and Slavens offered the following resolution:
House Resolution No. 52.
A resolution to declare April 12, 2011, as Pay Equity Day in the state of Michigan.
Whereas, Forty years after the passage of the Equal Pay Act and Title VII of the Civil Rights Act, women and people of color continue to suffer the consequences of inequitable pay differentials: and
Whereas, According to statistics released in 2009 by the U.S. Census Bureau, year-round, full-time working women in 2008 earned only 77% of the earnings of year-round full-time men, indicating little change or progress in pay equity: and
Whereas, According to a January 2002 report released by the General Accounting Office (the investigative arm of Congress), women managers in 7 of 10 industries surveyed, actually lost ground in closing the wage gap between 1995 and 2000; and
Whereas, According to an analysis of data in over 300 classifications provided by the U.S. Department of Labor Statistics in 2001, women earn less in every occupational classification for which enough data is available, including occupations dominated by women (e.g., cashiers, retail sales, registered nurses and teachers); and
Whereas, Higher education is not free from wage discrimination. According to a U.S. Department of Education analysis, reporting that, after controlling for rank, age, credentials, field of study and other factors, full-time female faculty members earn nearly 9% less than their male counterparts; and
Whereas, According to statistics released in 2009 by the U.S. Census Bureau, for year-round, full-time workers of all educational levels in 2008, Michigan women earned only 72% of the earnings of their male counterparts, with Michigan ranking 43rd in the nation; looking at year-round, full-time college educated workers, Michigan women earned 74% of the earnings of their male counterparts, with Michigan ranking in that category at 15th in the nation; and
Whereas, Over a working lifetime, this wage disparity costs the average American woman and her family $700,000 to $2 million in lost wages, impacting Social Security benefits and pensions; and
Whereas, Fair pay equity policies can be implemented simply and without undue costs or hardship in both the public and private sectors; and
Whereas, Fair pay strengthens the security of families today and eases future retirement costs, while enhancing the American economy; and
Whereas, April 12, 2011, symbolizes the time in the new year in which the wages paid to American women catch up to the wages paid to men from the previous year; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare April 12, 2011, as Pay Equity Day in the state of Michigan. We urge Michigan’s citizens to recognize the full value of women’s skills and significant contributions to the labor force, and encourage businesses to conduct an internal pay evaluation to ensure women are being paid fairly.

Senate Bill No. 188, entitled
A bill to amend 1994 PA 295, entitled “An act to require persons convicted of certain offenses to register; to prohibit certain individuals from engaging in certain activities within a student safety zone; to prescribe the powers and duties of certain departments and agencies in connection with that registration; and to prescribe fees, penalties, and sanctions,” by amending sections 2, 3, 4, 4a, 5, 5a, and 5b (MCL 28.722, 28.723, 28.724, 28.724a, 28.725, 28.725a, and 28.725b), section 2 as amended by 2005 PA 301, section 3 as amended by 1999 PA 85, section 4 as amended by 2004 PA 240, section 4a as amended and section 5b as added by 2004 PA 237, section 5 as amended by 2006 PA 402, and section 5a as amended by 2005 PA 322, and by adding section 3a.
The Senate has amended the House amendments as follows:
1. Amend House amendment No. 5, page 13, following line 13, after “520E” by inserting “OF THE MICHIGAN PENAL CODE, 1931 PA 328, MCL 750.520E,”.
The Senate has concurred in the House amendments as amended, ordered that the bill be given immediate effect and agreed to the title as amended.
The Speaker announced that pursuant to Rule 42, the bill be laid over one day.

“An act to create a commission for the control of the alcoholic beverage traffic within this state, and to prescribe its powers, duties, and limitations; to provide for powers and duties for certain state departments and agencies; to impose certain taxes for certain purposes; to provide for the control of the alcoholic liquor traffic within this state and to provide for the power to establish state liquor stores; to prohibit the use of certain devices for the dispensing of alcoholic vapor; to provide for the care and treatment of alcoholics; to provide for the incorporation of farmer cooperative wineries and the granting of certain rights and privileges to those cooperatives; to provide for the licensing and taxation of activities regulated under this act and the disposition of the money received under this act; to prescribe liability for retail licensees under certain circumstances and to require security for that liability; to provide procedures, defenses, and remedies regarding violations of this act; to provide for the enforcement and to prescribe penalties for violations of this act; to provide for allocation of certain funds for certain purposes; to provide for the confiscation and disposition of property seized under this act; to provide referenda under certain circumstances; and to repeal acts and parts of acts,”
