Rep. Aaron Miller, from the 59th District, offered the following invocation:

“Our heavenly Father,

We thank You for this midnight clear that You have provided for us and for the privilege to be alive today, to be with each other in civility and kindness, and to be able to live in and be a part of this wonderful, great state that we love that we call Michigan.

While our people whom we serve are sleeping around the state, remind us even now of how very pivotal our role is here in our capital and of our most important role of all: to be Your ambassadors in this town and in our hometowns and in our homes, to shine Your light as part of our efforts to make ourselves more like You.

LORD, we take pause to thank You for the individuals here in this room who do not get enough credit from us for what they do. I thank You for Clerk Randall and Assistant Clerk Brown and the rest of their team of clerks here below. I thank You for all of the pages who donate their time, for the sergeants who graciously and faithfully protect us at all times of day, and for the clerks even downstairs who have to be here because we are here. I thank You for our policy staffs on each side, our central staffs, our caucus staffs, our communications staffs, and photographers. Thank You for the members of the media who are here who also have to work long hours on nights like these to work for the people of the state of Michigan. Thank You for the work that all of these do. Thank You for the residents of this state who are in the gallery who are here because they, too, care about Michigan.

We have so many demands on our time and on our attention and on our energy here in this place of what often seems to be turmoil, but, LORD, You warned us: ‘In this world You will have trouble. But take heart! I have overcome the world.’ We thank You for it. We give You glory and praise in the name of Your son, Jesus Christ.

Amen and amen.”

Motions and Resolutions

Reps. Jones, Geiss, Howrylak, Phelps and Zemke offered the following resolution:

House Resolution No. 210.

A resolution to condemn the slave trade taking place in Libya.

Whereas, International organizations and media outlets have recently documented the existence of slavery auctions in Libya. Reports indicate that victims are being held in abhorrent conditions, ransomed, sold into forced labor and prostitution, and killed at the hands of human traffickers; and

Whereas, Slavery is a galling violation of human rights. The Secretary General of the United Nations declared in response to the reports that “slavery has no place in our world” and that the events in Libya “may amount to crimes against humanity.” The videos and stories emerging from Libya showing the inhuman abuse of migrants remind us of the darkest periods of human history; and

Whereas, The international community has demanded an investigation and response by Libyan authorities. Protests have taken place around the world and several countries have withdrawn their ambassadors from Libya; and

Whereas, The political and economic situation in Libya remains fraught in the aftermath of the NATO-supported overthrow of Muammar Gaddafi that took place in 2011. The Libyan government is struggling to manage migration and the disorder within the country has provided opportunity for human traffickers to barbarically exploit displaced people; and

Whereas, The United States and the international community must do everything in their power to support the rescue of the victims of these atrocities and ensure that the perpetrators are held accountable; now, therefore, be it

Resolved by the House of Representatives, That we condemn the slave trade taking place in Libya; and be it further

Resolved, That copies of this resolution be transmitted to the United States Secretary of State, the Secretary General of the United Nations, the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

The resolution was referred to Committee on Military and Veterans Affairs.

Rep. Glenn offered the following resolution:

House Resolution No. 211.

A resolution to declare December 7, 2017, as Pearl Harbor Remembrance Day in the state of Michigan.

Whereas, On December 7, Americans everywhere gather to commemorate the 76th anniversary of the morning in 1941 when American Armed Forces were attacked at Pearl Harbor by the Imperial Japanese air and naval forces. That attack killed more than 2,400 Americans and wounded 1,178 others; and

Whereas, This grievous attack plunged our nation into World War II, and although America was unprepared for war, our steadfast resolve and courage quickly prepared us to do what must be done in defense of our country. The sacrifices of our brave military helped ensure peace around the globe and thrust America into a crucial role of being world leader for democracy; and

Whereas, We remember those fallen Americans, our dead and wounded, and those young Americans who survived yet continued to serve this great country in and out of uniform; and

Whereas, We remember that America’s freedom and way of life is sacred and was purchased at a very high price and can be threatened at any time, and that strength and courage and devotion to America’s founding principles are worth defending at all costs; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare December 7, 2017, as Pearl Harbor Remembrance Day in the state of Michigan. We will continue to keep the resolve of those military personnel we have loved and lost by remembering the sacrifices made at Pearl Harbor.

The question being on the adoption of the resolution,

Rep. Glenn moved to substitute (H-1) the resolution as follows:

Substitute for House Resolution No.

That attack killed more than 2,400 Americans and wounded nearly 1,200 others; and

The motion prevailed and the substitute (H-1) was adopted, a majority of the members serving voting therefor.
