A bill to amend 1972 PA 222, entitled “An act to provide for an official personal identification card; to provide for its form, issuance and use; to regulate the use and disclosure of information obtained from the card; to prescribe the powers and duties of the secretary of state; to prescribe fees; to prescribe certain penalties for violations; and to provide an appropriation for certain purposes,” by amending section 2 (MCL 28.292), as amended by 2017 PA 31.

Rep. Geiss, having reserved the right to explain her nay vote, made the following statement:
“Mr. Speaker and members of the House:
I voted no on senate concurrence of HB 4991, a bill that it is original creation, I supported. But, the bill was altered dramatically when it came from the Senate for concurrence and bears no resemblance to its original intent or scope and early this morning, the Michigan House rushed through legislation that will divert more than $140 million away from the school aid fund in its first year. The move comes in the wake of numerous non-partisan reports that found that Michigan schools are underfunded by nearly $2,000 per pupil. During this lame duck session the legislative majority seems hell-bent on racing to the bottom of every standard they can; ethics, accountability, transparency, and now education. While funding for environmental clean-up programs is needed, (which this new version of HB4991 allegedly will do), we should not be robbing the futures of our children to pay for them. This eleventh-hour ransacking of the School Aid Fund is born not out of necessity, but out of backdoor bargaining between a lame duck governor and outgoing Republican leadership. On top of it, they used a different bill on a separate topic that was introduced earlier this legislative session, gutted it and shoved it full of school-aid-fund raiding dreck that is nothing more than a shell game, one which alone will cost the school districts of House District 12 nearly $3 million over the course of two years. Choosing to steal from our children for any reason is always bad for Michigan, but to do so now, at the end of session, simply because the legislative majority has run out of time to develop other options, is disgraceful.”
Rep. Howrylak, having reserved the right to explain his nay vote, made the following statement:
“Mr. Speaker and members of the House:
The bill I introduced and the bill that originally passed the House is nothing like the bill that we are voting on today. This bill was originally introduced by me to simply clarify that compensation received under the Michigan Wrongful Imprisonment Compensation Act is not taxable income. It further amended the Homestead Property Tax so that the calculation of total household resources does not include compensation received under the Michigan Wrongful Imprisonment Compensation Act. That bill was a good bill.
I do not agree with this substitute bill which is dramatically different. This bill reduces the portion of the Michigan Income Tax that is received by the School Aid Fund. That is wrong. While the intention to fix roads and clean up environmental contamination are noble, taking money from the School Aid Fund is most certainly the wrong way to accomplish this objective. I therefore oppose this bill.”

“Mr. Speaker and members of the House:
My no vote on this bill reflects the de-funding of our school aid fund. We have had underfunded schools for over 10 years.
We now have a chance to raise the funding per pupil to give our children a better chance for an quality education.
I understand they (the republicans) want to use the money for the road funds and site clean up for the DEQ. While we need to clean up our great lakes and contaminated sites in the state.
It is hard to swallow the loss of the money to the school fund when we have over 1 billion dollars in our rainy day fund. That money could be used for clean up of the lakes and sites.
In my District 22, Roseville and Warren Woods school systems will lose 2 million dollars and the County of Macomb will lose over 13 million dollar in 19 school districts.
The people & the children of the state of Michigan deserve better.”

“An act to revise, consolidate, and classify the laws relating to the insurance and surety business; to regulate the incorporation or formation of domestic insurance and surety companies and associations and the admission of foreign and alien companies and associations; to provide their rights, powers, and immunities and to prescribe the conditions on which companies and associations organized, existing, or authorized under this act may exercise their powers; to provide the rights, powers, and immunities and to prescribe the conditions on which other persons, firms, corporations, associations, risk retention groups, and purchasing groups engaged in an insurance or surety business may exercise their powers; to provide for the imposition of a privilege fee on domestic insurance companies and associations and the state accident fund; to provide for the imposition of a tax on the business of foreign and alien companies and associations; to provide for the imposition of a tax on risk retention groups and purchasing groups; to provide for the imposition of a tax on the business of surplus line agents; to provide for the imposition of regulatory fees on certain insurers; to provide for assessment fees on certain health maintenance organizations; to modify tort liability arising out of certain accidents; to provide for limited actions with respect to that modified tort liability and to prescribe certain procedures for maintaining those actions; to require security for losses arising out of certain accidents; to provide for the continued availability and affordability of automobile insurance and homeowners insurance in this state and to facilitate the purchase of that insurance by all residents of this state at fair and reasonable rates; to provide for certain reporting with respect to insurance and with respect to certain claims against uninsured or self-insured persons; to prescribe duties for certain state departments and officers with respect to that reporting; to provide for certain assessments; to establish and continue certain state insurance funds; to modify and clarify the status, rights, powers, duties, and operations of the nonprofit malpractice insurance fund; to provide for the departmental supervision and regulation of the insurance and surety business within this state; to provide for regulation over worker’s compensation self-insurers; to provide for the conservation, rehabilitation, or liquidation of unsound or insolvent insurers; to provide for the protection of policyholders, claimants, and creditors of unsound or insolvent insurers; to provide for associations of insurers to protect policyholders and claimants in the event of insurer insolvencies; to prescribe educational requirements for insurance agents and solicitors; to provide for the regulation of multiple employer welfare arrangements; to create an automobile theft prevention authority to reduce the number of automobile thefts in this state; to prescribe the powers and duties of the automobile theft prevention authority; to provide certain powers and duties upon certain officials, departments, and authorities of this state; to provide for an appropriation; to repeal acts and parts of acts; and to provide penalties for the violation of this act,”

“Mr. Speaker and members of the House:
SB 1136: While I applaud the State’s finally getting involved in controlling invasive species on our inland lakes, the prohibition of lakes without public access sites participating in the program is short sighted.
I live on a lake with no public access, yet we have a church camp that swells to several thousand in the summer months which enables thousands of individuals to avail themselves of use of my lake. We also pay taxes to the State of Michigan and pay for our boat registrations – many times for multiple crafts.
But the biggest reason for including lakes like mine is the fact that we have a river that runs through it. So to matter what a good job the next lake downstream does controlling invasive species, my lake will continue to send them downstream to those lakes who are legally capable of participating in the state program.”

Senate Concurrent Resolution No. 40.
A concurrent resolution to urge the state of Michigan and the Great Lakes-St. Lawrence Legislative Caucus to engage in a meaningful scientific exchange with the African Great Lakes Conference.
Whereas, The North American Great Lakes are a freshwater system of regional, national, and international importance. Our five Great Lakes hold approximately 20 percent of the world’s surface freshwater, providing drinking water for millions of people in the United States and Canada. At the same time, the Great Lakes are at the heart of a $6 trillion regional economy. Manufacturing, tourism, recreation, shipping, agriculture, and fishing are only some of the diverse industries that depend on the lakes; and
Whereas, The African Great Lakes along the east African rift form a freshwater system of similar size and importance. Twenty-five percent of the world’s surface freshwater is held in this system, and three of the largest freshwater lakes in the world outside of our own region—Lake Victoria, Lake Tanganyika, and Lake Malawi/Nyssa/Niassa—are found in this region; and
Whereas, As home to two of the largest freshwater systems in the world, the North American Great Lakes and the African Great Lakes regions face common concerns and risks related to climate change, sustaining fisheries, and balancing the multiple uses and demands placed on these large, unique systems; and
Whereas, Establishing a relationship between the decision-makers that work to protect these two Great Lakes systems could have beneficial impacts for both regions and help ensure that these international treasures will be able to support the people and economies of these regions for decades to come; now, therefore, be it,
Resolved by the Senate (the House of Representatives concurring), That we urge the state of Michigan and the Great Lakes-St. Lawrence Legislative Caucus to engage in a meaningful scientific exchange with the African Great Lakes Conference via the International Conference of the Great Lakes Region; and be it further
Resolved, That copies of this resolution be transmitted to the Executive Director of the Michigan Office of the Great Lakes and the members of the Great Lakes-St. Lawrence Legislative Caucus Executive Committee.
