Communications from State Officers

 

 

The following communication from the Department of Labor and Economic Opportunity was received and read:

 

             February 28, 2024

In accordance with Section 8 of the Michigan Employment Security Act, being Section 421.8 of the Michigan Compiled Laws, the Department of Labor and Economic Opportunity, Unemployment Insurance Agency is required to report annually to the Governor and the Legislature any amount, in excess of $1.00, that the maximum weekly unemployment benefit rate would increase if the annual increase in the United States Department of Labor’s Consumer Price Index (CPI) were applied to the maximum weekly benefit rate for Michigan.

I am; therefore, transmitting to the Governor, and to the House and Senate for publication along with this letter in the Journals of their respective bodies, the enclosed report showing that since the last increase in the maximum weekly benefit rate to $362.00, the increase in the CPI would result in an increase in the maximum weekly unemployment benefit rate to $600.67.

House Bill No. 4857, entitled

A bill to amend 1941 PA 359, entitled “An act for controlling and eradicating certain noxious weeds within the state; to permit townships, villages, and cities to have a lien for expenses incurred in controlling and eradicating such weeds; to permit officials of counties and municipalities to appoint commissioners of noxious weeds; to define the powers, duties, and compensation of commissioners; to provide for sanctions; and to repeal certain acts and parts of acts,” by amending section 2 (MCL 247.62), as amended by 2010 PA 358.

The Senate has passed the bill.

The bill was referred to the Clerk for enrollment printing and presentation to the Governor.

A bill to amend 1939 PA 288, entitled “Probate code of 1939,” by amending section 13b of chapter XIIA (MCL 712A.13b), as amended by 2008 PA 201.

The Senate has passed the bill.

The bill was read a first time by its title and referred to the Committee on Families, Children and Seniors.

 

 

Senate Bill No. 662, entitled

A bill to amend 1994 PA 451, entitled “Natural resources and environmental protection act,” by amending sections 30701, 30716, and 30717 (MCL 324.30701, 324.30716, and 324.30717), section 30701 as added by 1995 PA 59, section 30716 as amended by 2002 PA 216, and section 30717 as amended by 2002 PA 217.

The Senate has passed the bill.

The bill was read a first time by its title and referred to the Committee on Natural Resources, Environment, Tourism and Outdoor Recreation.

House Bill No. 4842, entitled

A bill to amend 1964 PA 183, entitled “An act creating the state building authority with power to acquire, construct, furnish, equip, own, improve, enlarge, operate, mortgage, and maintain facilities for the use of the state or any of its agencies; to act as a developer or co-owner of facilities as a condominium project for the use of the state or any of its agencies; to authorize the execution of leases pertaining to those facilities by the building authority with the state or any of its agencies; to authorize the payment of true rentals by the state; to provide for the issuance of revenue obligations by the building authority to be paid from the true rentals to be paid by the state and other resources and security provided for and pledged by the building authority; to authorize the creation of funds; to authorize the conveyance of lands by the state or any of its agencies for the purposes authorized in this act; to authorize the appointment of a trustee for bondholders; to permit remedies for the benefit of parties in interest; to provide for other powers and duties of the authority; and to provide for other matters in relation to the authority and its obligations,” by amending section 8 (MCL 830.418), as amended by 2012 PA 519.

House Resolution No. 197.

A resolution to declare February 2024 as Black History Month in the state of Michigan.

Whereas, The origins of Black History Month began in 1915 after the Thirteenth Amendment to the United States Constitution abolished slavery in the United States. Since 1976, every U.S. President has adopted the month of February as Black History Month, an annual celebration of African-American achievements and roles in our history; and

Whereas, As a result of the civil rights movement and a growing awareness of black identity, Black History Month is a time to reflect on the burdens of racial prejudice and explore, understand, and appreciate the identities and cultures across and within the African diaspora; and

Whereas, We pay tribute to Dr. Carter G. Woodson, who organized a national Negro History Week as an initiative to bring national attention to the contributions of black people throughout American history, evolving into a month-long celebration of black progress and power; and

Whereas, President Gerald R. Ford officially recognized Black History Month in 1976, calling upon the public to “seize the opportunity to honor the too-often neglected accomplishments of black Americans in every area of endeavor throughout our history”; and

Whereas, Michigan recognizes the injustices that African-Americans have endured and commends the African-American community for the continuous pursuit of overcoming those injustices while changing the course and nature of history. We honor the prominent leaders and activists who have paved the way for equality and justice; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare February 2024 as Black History Month in the state of Michigan; and be it further

Resolved, That we honor the contributions and sacrifices made toward building pride in black history and educating all Americans; and be it further

Resolved, That we join other organizations throughout the state of Michigan and this country to use this occasion to raise awareness about the hardships African-Americans have endured, celebrate the milestones achieved, and to continue the unrelenting pursuit of equality and justice for all.
