CONTENT
The bill would authorize the State Administrative Board to transfer administrative jurisdiction of a State-owned parcel measuring approximately 93 acres in Green Oak Township in Livingston County from the Department of Corrections (MDOC) to the Department of Military and Veterans Affairs (DMVA).
The parcel referenced in the bill is a portion of the site of the former Maxey Boys' School complex, which was acquired by MDOC from the Department of Health and Human Services, and now contains MDOC's Woodland Correctional Facility. Woodland Correctional Facility is located on a portion of the larger Maxey site that would not be affected by this conveyance, and MDOC has indicated that it has no plans to utilize this particular parcel.
The DMVA has indicated that it may use the parcel as a readiness center for the Michigan National Guard at some future date. Under Federal guidelines, DMVA must obtain administrative control of the property before the site can be considered for Federal funding to move forward with the construction of a readiness center.
FISCAL IMPACT
The bill would create some minimal transaction costs associated with the transfer of administrative control of the parcel from MDOC to DMVA; however, since the State would be the party on both sides of the transaction, there would be no sales proceeds or purchase cost associated with the conveyance.
If the conveyance were approved and DMVA received approval from the Department of Defense to proceed with the construction of a readiness center at the site, further action from the Legislature would be necessary to appropriate Federal funds that would be received to support the construction of the readiness center. Because the facility would be considered a military facility, no State matching requirement is anticipated.
