CONTENT
The bill would enact a new law to prohibit a law enforcement officer from conducting an immigration enforcement action in a sensitive location except if a court order directed the officer to enter the sensitive location or if the action were necessary to address a threat that posed imminent danger to public safety.
"Immigration enforcement action" would mean a law enforcement officer's arresting or interviewing an individual or conducting a search or surveillance for the purpose of immigration enforcement or to obtain information in regards to an individual's immigration or citizenship status.
"Sensitive location" would mean an educational institution; a place of worship; a hospital; the site of a funeral, wedding, or other public religious ceremony; a courthouse; or the site of an organization that is assisting children, pregnant women, victims of crime or abuse, or an individual with significant mental of physical disabilities. "Educational institution" would mean that term as defined in the Michigan Election Law: a public or private institution, or a separate school or department of a public or private institution, that is authorized by law or an accrediting body to grant or issue a diploma, degree, certificate, or license, or to grant approval to practice a profession or engage in an enterprise. "Place of worship" would mean a church, synagogue, mosque, or other institution of worship, including a building rented for a religious service.

FISCAL IMPACT
The bill would have no measurable fiscal impact on local or State law enforcement but would require the training/education of law enforcement agencies and individual officers as to the law enforcement policy requirements under it, which would likely be coordinated by the Michigan Council on Law Enforcement Standards.
