CONTENT
The bill would allow the State Administrative Board to authorize the Department of Technology, Management, and Budget to convey a parcel of approximately 81 acres in Leoni Township in Jackson County from the Department of Corrections to Jackson County for $1. The property is the site of the former Dalton Road Landfill.
BRIEF RATIONALE
The Dalton Road Landfill in Jackson County opened in the 1980s and closed in the late 1990s. Currently, half of the property is owned by Jackson County while the other half is owned by the Michigan Department of Natural Resources. Jackson County has maintained the site since the landfill's closure, and a significant part of the maintenance that the County performs is the disposal of leachate, or water that carries contaminants from the landfill. Currently, the County transports leachate to a facility in Detroit capable of processing hazardous waste. By purchasing this property, Jackson County could build its own wastewater treatment facility to process the leachate at the site. According to testimony, this could save the County about $100,000 a year, and so the bill's conveyance has been suggested.

FISCAL IMPACT
The bill would have no direct fiscal impact on the State or local units of government, as the bill would not specifically require the property to be conveyed but rather allow such a conveyance. No current appraisal for the property exists, so it is unknown what the proceeds from sale of the property for fair market value could generate; however, the bill would specify that those proceeds be credited to the State General Fund.
