The Senate agreed to the title of the bill.
Senators Santana, Anthony and Lindsey asked
and were granted unanimous consent to make statements and moved that the statements
be printed in the Journal.
The motion prevailed.
Senator
Santana’s statement is as follows:
Today
we are taking swift action to ensure families across Michigan do not go without
nutrition this November. I’ve had several conversations this week with all my
food banks who are on the ground supporting the needs of the communities
throughout the state of Michigan and while politicians in D.C. are not making
ideal decisions, we in this chamber—the leaders in the Senate—are making sure
SNAP benefits are funded, that our food banks are funded, to help support those
efforts, and also making sure families do not go without.
Just
the other day, I was down in the city of Detroit at a KFC and an individual
stopped me and said, Can I have $20 to get food because I don’t have any
resources? This issue is not just an issue that is impacting today but it’s
systemically impacting Americans across this country. It not only impacts that
individuals who’s receiving SNAP benefits but those federal employees who are
also going without a paycheck at this moment in time.
I am
grateful to the leaders in this body, in this Senate Chamber, who are now
deciding that we will not let our people here in Michigan go without the needs
[means?] that every family needs and deserves. I want to say thank you to
everybody who worked on this effort in making sure the people of Michigan
matter first and they matter as a priority of our state.
Senator
Anthony’s statement is as follows:
Yesterday
in this chamber, we had a lively debate over the federal government’s decision
to pause SNAP benefits, an essential food program for tens of millions of
Americans. That includes half-a-million kids here in the state of Michigan, and
40,000 right here in my district. Yet, day after day, D.C. Republicans have
continued to use people as political pawns as we barrel through one of the
longest federal shutdowns in our nation’s history.
Make no
mistake: these cuts are a direct attack on our people, an attempt to take away
benefits like food and health care from people who need it most, while padding
the pockets of the wealthiest among us. Sunday is November 1. Rent is going to
be due, some of us actually turned on the heat begrudgingly, our utility bills
are going to be a little higher, and before you know it, we will be gathering
around the Thanksgiving table. But for too many people this year, that table
will be sparse or even empty. Yesterday we debated; today we have an
opportunity to take action. We on the Senate Democratic side are choosing to do
something.
The
supplemental that you have before you will deposit $50 million in a new
emergency assistance fund so Michigan’s most vulnerable households can keep
putting food on the table even if federal SNAP funding expires or is no longer
available. This fund is a stopgap measure, a lifeline for families facing
uncertainty. In addition to that $50 million, we’re also pouring $20 million
toward food banks and pantries and other programs to help fill the gaps.
Senate
Bill No. 182 helps to meet the needs of this moment but we have to be honest
with ourselves. This is not enough because we have no idea what’s coming
tomorrow. Every single day that the Trump administration seeks to exist, it
launches a new attack on working families, and our state does not have the
financial means or the ability to fix every single problem coming out of D.C.
What we’re doing today is not a permanent fix. Our resources are limited but we
have a responsibility to provide for the people of this state. The supplemental
that is before you has been co-created by every single member of the Senate
Democratic caucus. They’ve looked the Majority Leader and myself in the eye and
have said two things: do something. We have to be quick, we have to be strong,
and so I urge every member of the chamber—on the Senate Democratic side as
well as my Republican colleagues—to join me in voting “yes.” We will keep
fighting for as long as we can with the resources we have, and I urge the
Whitmer administration and the House of Representatives to join us in doing
something.
Senator
Lindsey’s statement is as follows:
The
bill in front of us is a bill to spend $70 million—taxpayer dollars—that was
revealed about 10 minutes ago. The language in it is very vague. It doesn’t do
a good job. It is directed generally towards helping with food insecurity, but
it’s very vague.
I tend
to be—I’d like to try to be one of the most fiscally responsible members of
this chamber, yet today, I rise to say that I will be supporting this bill. The
reason is because I am calling the bluff of the Democrats. They know for a fact
that under the rules and laws of the state of Michigan that this solution
cannot, literally under our laws, cannot be done in time to help the people of
Michigan. But if the point they want to send is that we, as a chamber, we as a
Legislature, should get together and work on behalf of the people—tackling
things like crises around food—I want them to know that if they want a partner
in a serious effort to do that, come talk. I’ll be open to it. A lot of
Republicans will be open to it. I’ll even vote “yes” for this supplemental to
put some money behind sending a signal to help the people of Michigan.
But the
people need to understand, this is all political theater. The bill in front of
us can’t be passed in time to help—the Senate doesn’t even plan to meet or take
up any legislation next week, neither does the House. It has to layover over
there. This is political theater. Again, I will say to my Democratic
colleagues, if you’re serious about an effort—and there’s still time this
week—come sit down and talk about a solution that could actually help the
people of Michigan. I’m open to that conversation. I’ll vote “yes” for your
theater bill because I do legitimately care about the people of Michigan, but a
solution has to be one that’s worked out with details, refined, and actually
gets the assistance where it needs to go.
Senator Lauwers moved that Senator Hoitenga be excused from the balance of today’s session.
The motion prevailed.
